KEI Dr. Hanna Cho’s Team and ODTIF: Weaving the Ocean Data Tapestry Together

The team led by Dr. Hanna Cho at the Korea Environment Institute (KEI) is an official member of ODTIF and is leading efforts to strengthen climate resilience in the Philippines’ secondary cities through the KOICA-supported Philippine Climate Resilient Cities (PCRC) Technical Assistance project.

The Philippines is one of the world’s most climate-vulnerable nations, frequently facing coastal and marine disasters such as typhoons, floods, sea-level rise, and droughts. Dr. Cho’s team has gone beyond simple technology transfer in the PCRC project, creating real policy value by strengthening local government-centered climate resilience governance and building international cooperation networks. Their practical workshops, case study book and guideline development, and invitational training programs in Korea have been recognized as exemplary models connecting on-the-ground practice with policy.

These efforts by Dr. Cho’s team align perfectly with ODTIF’s core vision of the Ocean Data Tapestry — a data connectivity network designed to enhance climate resilience and ocean literacy. As an approved UNESCO-IOC Blue Thread project in the field of ocean literacy, ODTIF aims to weave ocean data into a powerful tapestry that supports global resilience. The field experience and expertise that Dr. Cho’s team brings from the Philippines serve as invaluable practical examples within our ODTIF community.
Building on this membership, the ODTIF Secretariat plans to further expand collaboration with Dr. Cho’s team in the following areas:
Joint development of data-driven climate adaptation policies for coastal and marine cities and their integration into the ODTIF platform
Linking verified PCRC project cases to ODTIF’s global ocean literacy network
Upgrading sustainable international cooperation platforms among KEI, KOICA, Philippine LGUs, and ODTIF member countries and institutions
Co-hosting policy forums, data tapestry-based workshops, and educational programs

In this era of climate crisis, the resilience that connects oceans and cities is a shared mission of the entire ODTIF community. The ODTIF Secretariat warmly invites more institutions, experts, and stakeholders to actively join us in ODTIF’s climate change policy activities together with Dr. Cho’s team.
