KEI(한국환경연구원) 조한나 박사팀은 ODTIF의 정식 멤버로서 KOICA 지원 Philippine Climate Resilient Cities (PCRC) Technical Assistance 프로젝트를 통해 필리핀 이차도시들의 기후회복력 강화에 앞장서고 있습니다. 필리핀은 태풍·홍수·해수면 상승·가뭄 등 연안·해양 재난이 빈번한 기후취약 국가입니다. 조한나 박사팀은 PCRC 프로젝트를 통해 단순한 기술 이전을 넘어 지자체 중심의 기후회복력 거버넌스 강화와 국제 협력 네트워크 구축이라는 실질적인 정책 가치를 창출해 왔습니다. 현지 지방정부와 함께 진행한 실무 워크숍, 사례집·가이드라인 개발, 한국 초청연수 등은 현장과 정책을 연결하는 모범적인 접근으로 평가받고 있습니다. 이러한 조한나 박사팀의 활동은 ODTIF가 추구하는 해양 데이터 테이피스트리(Ocean Data Tapestry) 비전과 본질적으로 일치합니다.
